Court documents allege Rios and Ramos then tied the victim’s hands and feet and placed a bag over his head before driving him to a remote desert area.
Officers later found the victim restrained in the desert and detained Rios nearby.
Court documents said the suspects refused to give a reason as to why the victim was kidnapped, but the suspects may have known the victim’s father through work.
