GLENDALE, Ariz. \u2014 The Glendale City Council is expected to vote this morning on whether Councilmember Jose \u201cLupe\u201d Conchas Jr. can continue serving in office following his recent election to the Salt River Project power board.<\/p>\n

A special voting meeting is scheduled for 10 a.m. at the Glendale Civic Center. According to the meeting agenda, councilmembers will consider a resolution that would declare the ‘Cactus District’ council seat vacant \u201ceffective immediately.\u201d The resolution states Conchas \u201cceased to possess the qualifications necessary to serve as a councilmember.\u201d\u00a0<\/p>\n<\/p><\/div>\n

The issue stems from Conchas\u2019 election last month to the Salt River Project Agricultural Improvement and Power District Board, commonly known as the SRP board.<\/p>\n<\/p><\/div>\n

\n

SRP is one of Arizona\u2019s largest public utilities and oversees electricity and water infrastructure across the Phoenix metro area. The board helps make decisions involving electricity rates, energy policy, infrastructure investments and utility operations impacting more than one million customers.<\/p>\n<\/p><\/div>\n

\n

Glendale\u2019s city charter states that councilmembers cannot hold another paid public office while serving on council, with limited exceptions including military reservists and notaries public.<\/p>\n<\/p><\/div>\n

According to Glendale Mayor Jerry Weiers, the special meeting was called after three members of the seven-person council requested it.<\/p>\n<\/p><\/div>\n

Weiers told Axios Phoenix that several residents raised concerns over whether Conchas could legally serve in both positions simultaneously.<\/p>\n

According to Axios, Weiers also said Conchas \u201cfelt that he was not in violation,\u201d but declined to comment on how he plans to vote.<\/p>\n<\/p><\/div>\n

Conchas has not publicly announced whether he plans to resign from either position.<\/p>\n<\/p><\/div>\n

\n

Conchas was elected to the Glendale City Council in 2024 to represent the southern district. He was later elected to the SRP board in April as part of a \u201cclean energy\u201d slate of candidates focused on renewable energy and utility affordability.<\/p>\n<\/p><\/div>\n

\n

If the council approves the resolution today, it would immediately vacate Conchas\u2019 council seat.<\/p>\n<\/p><\/div>\n
